This about an International School at Port Blair, A&N Islands, is run by a Charitable Trust based at Chennai
I am a parent and my son is studying in the school, the school was opened with a Motto "The Motto as per the Prospectus is to provide Career Oriented Education with Emphasis on All Round Personality Development, Rural upliftment etc. The School Prospectus and the time to time Advertisement issued in the Local Media speaks volumes of promises which are meant only to woo Students and make pure business in the name of Education.
There is serious violations of CBSE affiliation norms and other guidelines by the Management and the Trust, the school promises a lot there is lack of required no of teachers, teachers are under paid, under qualified, teachers leave in mid session because they do not get payment in time....., Huge fees is taken but no commitment no game child has to take their on bat and ball to play in the school, to play music bring their key board, batteries, Computer- 4 or 5 children have to use one out dated computer.
The parents demanded proper action since last 6 years but only promises by management representatives, there is no PTA and Parent representative in the School management committee.
As per Rule 5 (1&2) of the CBSE affiliation Bye-Laws for running Private Unaided Schools, there should be a Properly Constituted Registered Society/Trust. It should be of a Non-Proprietary in Character and its constitution be such that it does not vest control in a single individual or members of a family. The Aim of the Trust should be as laid down under section 19(1) and (2). The formation of the trust should also conform to the state Govt rules in which the school is located. Further as per the Rule 3.3 (iii) the trust or society /management running the school should submit affidavit how the members are related with each other.
The fact here is the Trust seems to be family trust which is against the Law and the A&N Administration has allotted 20 hects of Govt Land free of cost to run the First International school which should have functioned accordingly.
It seems that the A&N Administration did not take due care while allocating free Land of about 20 acres (worth Rupees 5 crore or more) to the Charitable Trust whose control seems to be vested on a single family, which is a clear violation of all norms. The A&N Education Department also did not give due care while sanctioning formal prior recognition and giving initial No Objection Certificate to get the CBSE affiliation for the School. The Education department’s vigilance section also did not care to frequently monitor such private schools that openly violated all ethics and gave false and misleading advertisements to woo students esply in the Administration owned Newspaper “Daily Telegrams”.
Had the Administration taken due care before hand then such a situation would not have aroused and the future of our children would have been secured
We have asked under RTI the matter of allotment of free land and there is no reply, the entire land allotment file is missing there is a big land scam, more to add the Trust had taken 6.5 crore lone from HUDCO chennai Branch by Mortgaging govt land and the HUDCO does not know how to recover the dues since no a single money is paid back..... Hudco is under Urban development ministry and from both side govt and general public is the looser.
The parents demanded a PTA but now we have formed an Association of parents only and fighting with the Trust and corrupt people in the Govt. The Management, Education department and the Revenue people are personally asking us not to trouble them and compromise. " Had it been some thing else then perhaps.. but it is our children's future education that suffered.
Parents of the Students of the International School Parents request the CBSE & the Govt to intervene
Since the school trust had been violating all Norms of CBSE affiliation from the date of the school’s inception, hence the School may be taken over by the A&N Administration or hand over to another Charitable Trust whose control is not vested in a single individual or family so that the future of our children and the future of this Islands remain secured.
we also requested the admn to give necessary direction to constitute a Parent Teacher Association in Private Unaided Schools and the Parents representative should be incorporated in the School Management committee as per Norms. Before revision of school fees, Parents concurrence through PTA shall be obtained and the Education department’s concurrence also should be taken, especially when such huge fees are charged.
3. The audit report of the school should be brought to light so as to ensure that Public money and donations are not chanalized to individuals and family members. The collection of Rs 5000/- Building fund and Rs 5000/- shall be stopped and the money be refunded to parents since it is a violation of CBSE norms.
4. As the Trust received govt land on free royalty worth Rs 5 crore from the A&N hence the such trust should give free education to deprived section of the Society, as per the terms and conditions to receive the land and should also give 25 % admission in Class 1 and give free education to deprived section of the Society as per section c of 1 and 2 of Sec 12 of Right of Children to Free and compulsory Education Act 2009.
5. All the school management may be asked to proactively disseminate information with names designation, qualification of the Teaching Staff along with the subjects, workload, remuneration etc as per the U/S 4(1)(b) of the RTI Act
6. It is also requested that in order to prevent further such misleading advertisements in the Local News Papers/ Radio/TV by Private School Managements, a guidelines may be issued to Private School Managements that such advertisement should be first scrutinized by the Education Department, who would certify that the facilities claimed are actually in place.
At last we have requested Govt to appoint an Interim Administrator to oversea the affair of the school and considering the future of the students the either the school should be taken over by the Govt or hand over to a reputed Charitable Institution
